FDES are necessary for manufacturers of construction products to be used in new buildings in France. Not only do FDES provide access to the French construction market, they also provide valuable insights about the manufacturers’ supply chain, and possible environmental improvements.

The RE2020 French regulation mandates all materials and products in new constructions in France to have an FDES. The law became effective in January 2022 for houses, July 2022 for offices and schools, and 2023 for others small constructions and extensions. FDES are specific to the construction sector.

If your product is an intermediate product (i.e., not directly placed on the market as a finished construction product), you typically do not need a full FDES. Instead, an ICV (Life Cycle Inventory module) may be developed, which provides environmental data limited to the production stages (A1–A3) of the product life cycle. An ICV is not a complete environmental declaration and cannot be used on its own to demonstrate regulatory compliance or product performance; only an FDES includes the full set of required information. However, ICVs are commonly used as input data by downstream manufacturers to develop FDES for finished construction products, enabling more specific and higher-quality life cycle modeling.
